In my mind's eye I can see that this closely resembles what you describe.

I still like the suggestion that it is the connecting piece to a mooring
ball. I looked at a mooring ball earlier today and it is connected to the
ring on the top of the ball by another ring holding a heavy duty "hemp type"
loop.
