Jay,

Raven has a mount on the stern rail for her ensign. One of the fellows at
our marina has a plastic sleeve that fits snugly, but still can be slipped
up and down on his backstay. He lowers the sleeve, attaches his ensign to
clips near the top of the sleeve, then slides it up the backstay.
