SoftScrub is what you need.  A thick liquid containing a bleach and very
fine polishing abrasive. Buy it in any supermarket.   Squirt a little on the
scuff, wait a couple of minutes, scrub with a soft brush and rinse.

Works great on dirty vinyl fenders and rub-rails also.
