Bruce,

Regarding the axles:  Your best bet is to 1st take the trailer to a quarter
car wash.  Spray down the axle with an engine degreaser like GUNK tm.  Then
blast the tarry coating off the axle.  Warning: Keep the degreaser & high
pressure spray away from the bearings & seals.  You might want to mask them
off beforehand.   After you've degreased the axle, then give it a good
solvent wipe with acetone to get rid of the last of the tarry coating.
Lightly wire brush the rust away, wipe away the dust, & then prime the rust
spots with a product made by the Duro Corp. called EXTEND tm.  This product
will react with the iron oxide & convert it to a tough paintable coating.
After that, you can paint the axle with your favorite anti rust paint.  I
like the Rust-O-Leum flat or gloss black paints.

Regarding the leak springs:  It's pretty tough to keep a galvanized coating
or any of the zinc-rich paints on a component like a leaf spring because of
the large degree of flexing.  I prefer to use a spray-on rubberized
undercoating.  I also like to blast the salt & crud off the springs
frequently, like after every use.  This would be particularly true if you
are using the trailer in salt water.
