The discussion piqued my interest and I looked up the subject
in "The Symmetry of Sailing".
At low speeds the drag force on the hull is primarily due
to the cumulative effect of the fluid
flow from the layer "attached" to the layer at rest with respect to
the body of water. That means that to a large extent the surface drag
force is due to interlayer forces in the water itself and the surface finish
of the boat has a minimal effect. The drag is primarily a function of the
viscosity of the fluid. The transition occurs in about 2mm.
At higher speeds the flow begins to separate from the hull surface and
form a significant wake. This wake reduces the pressure on the back
end of the hull and the resulting pressure differential produces additional
drag. The flow separation will occur earlier on a rough
surface than a smooth one. Earlier separation means a wider wake and
more drag.
I am sure this is no help in picking a hull paint but if you plan to sail
with no wind
you don't need a smooth hull.
