Adding up the govt numbers:

308,000 jobs are NOT all in the good ole USA.

Take IBM:  in two separate news releases last March they announced:
They would lay off 3,000 employees in the USA in 2004.

Couple of weeks later IBM announced that would be hiring 8,000 new employees this year... up to 5,000 in the USA.  Please note the earlier layoff was not canceled.

Suddenly 8,000 new jobs becomes 2,000 new jobs.  
The big winner was NOT the USA.
