My surge brakes have a place to put a pin when you're backing up. My understanding is that it's not only when you're backing up uphill, but anytime you are backing up. They also make a servo unit for them that automatically disable the brakes (instead of using a pin) when the tow vehicle is put in reverse.

A word about hydraulic brakes - they can set themselves if you try to back 
up hill or when the trailer is jostled going over rail road tracks. 
Otherwise my limited experience has been OK.
