The label "rogue" implies a randomness. There are formulas for predicting
the average size of waves for a given wind velocity via inputting fetch,
wind velocity and time the wind has been blowing at the target velocity.
I believe that the book "The Perfect Storm" has a chapter on rogue waves.
In general an ocean going ship is designed to survive the largest wave which
may reasonably be expected during it's service life which is generally 25
years. The hope is that it will not encounter a rogue.
There was a famous incident where the Queen Mary 1 was almost done in by a
rogue!
