Roger,
      yes the fact that you had a secret clearance 12 years ago will speed
up the process.  It is considered an update, not a complete history.  This
will be a big plus in your application. 
      Do you only need a secret level clearance?  Try for a TS with war
code clearance.

Post Script:  On Monday afternoon the local news men on radio were argueing
if it was 0 or 1, that is with 20 mph wind gusting to 35.  It was brisk.  I
thought I was on Slim's Turf.
