[Rhodes22-list] Capacity plate

I mentioned a while back that I have brought my R22 into Canada. In Canada, I am required to get a "capacity plate"/ pleasure craft safety label" from Transport Canada. 
Two questions:
1) Does anyone know if there are any other R22's in Canada and how I can find the owners?
2) In the USA, do you need a coast guard capacity plate/ sticker or compliance label - does anyone have a photo or the details of their capacity plate.
