I got the impression reading her narrative that hers was the stand-on vessel, but after reading it again, I see your point. She never really says.
I'm new enough to all of this that I simply avoid other boats as much as I possible can, and then assume everyone else has the right of way if I get near them. I know, I'll never be much of a racer, but the only boat I've hit to date was this last weekend when a tow-boat pulled my Cornado 35 on top of a slipped sailboat. But, that's a WHOLE 'nother story.

vessel is the stand on vessel who is responsible to maintain speed and
direction and one vessel is the give way who is responsible to alter speed
or direction so as to avoid a collision. To exaggerate you move is a good
idea, etiquette, so the other vessel knows your intentions. Anne did not
provide enough info as to whether she was the stand on / or give way. Bob
