Hi Rafe;

I have an '87 and had no clutch plate either. Stan gave me one last fall,
but it didn't really work well. What works very well for me is a horn type
jam cleat mounted on the top rail of the pushpit.  West Marine has them.
Once you install it, it stays on very well.  It keeps your rudder down.
NOTE WELL: you must uncleat it before you pass over any known shallows or
possible shallows.
