[Rhodes22-list] New Orleans Flood control funding [esp to Thena]

Herb,
It will probably come as a great surprise to you to learn that most of
the people still in New Orleans don't have second homes to go to.
"Bush's fault" is that neither he, nor his people in charge of Federal
Emergency Management seem to have known that either.
We are pushing into 2 weeks past the event, and still there is no plan
for where people should go, or how they should get there, or what they
should do next.
