Ed,
 I'm not sure I follow your response. Let me re-state what I think you said 
and you can clarify, if necessary. You believe that Bush is using a 
non-attribution approach to finding out what went wrong with the response to 
Katrina and you feel this is wrong?
 Please correct me if I mis-understood.
