Remove the foam entirely.  It is probably saturated anyway.

Remove any interior wood and the fabric ceiling liner, if
any.

Dry interior thoroughly.

When all interior is cleared out, fill bilges with dilute 
chlorine bleach solution with a little dish soap in it, 
and spray same on all surfaces.

Let stand for a couple of days.

Pump out bleach, hose down cabin top to bilge to remove
fumes, etc.

Check condition of any hardware in the bilges or elsewhere.

Replace foam with flotation bladders, or with new foam 
blocks/sheets used for underground insulation around 
foundations.  Tie/glue together, keep removable to 
facilitate repairs.

Rebuild boat.

Spend as much on refurb as you would on a used boat in
good condition, and spend summer(s) working on the boat
rather than sailing...

Enjoy our admiration for rescuing a R22 from the junk
yard.

Talk to Stan about a rebuilt boat you can use this summer.
