Hello Willard, 
  The conditions you describe are not uncommon where I most often sail  .... 
the sea surrounding Shelter Island, New York..  Almost every weekend  sail 
will find me in the midst of multiple cigarette wakes... often racing from  
Connecticut to one of our shoreline watering holes..... without regard for right  
of way, etc.... This along with multiple ferry boats, commercial fishing boats, 
 and 50 foot plus powerboats from the Hampton, Sag Harbor area...  After  
over ten years of sailing my 82 Rhodes 22 in these waters I have never felt I  
needed brown pants.... when under sail, proper seamanship has always  worked.... 
 
   These wakes/wave heights, etc... are just part of the weekend  in this 
otherwise delightful sailing area.  Somehow, I doubt that these  Monsters, will 
not feel the fuel pinch... like the average family with a below  30 foot family 
powerboat.... this past weekend they all but vanished leaving us  sailboats, 
and the monsters....  .  
   Fortunately they may be escaped by sailing off towards  Montauk, Block 
Island /Nantucket, etc....
