      Someone already said consider a thru hull.  Look at page 545 in the
2006 West Marine catalog.  See items C thru J.  All you need to do is ream
out the exsisting hole to correct size and install.  Oh, and they have
threads, imagine that.  Would any of those things get the job done?

Rummy:
       As to the picture, there are sailboats having a good sail since it
was a R22 taking the picture, there is no other rhodes in the picture.  If
you need magnification, use your image viewer and magnify.  
       Is your Drill press and router over in Rodger's workshop?
