I don't understand what the device you've shown does and how  it works.  The 
tiller extension holder that came with our boat is shown in  the attachment 
(note, the extension looks relatively short in the picture, but  it will unlock 
with a twist and telescope).  I don't know whether it's  unique to our boat or 
standard equipment, but it works like a tiller extension  holder - I think.
