That's the throttle and gear shift for the OB.  The assembly is  attached 
well aft on the tiller.  That's how it comes with the UPP  option.  The attached 
picts shows where the throttle/gear  shift sit and how the tiller extension is 
secured when it's not being  used.  The white assembly at the extreme aft of 
the tiller is the linkage  that connects to the OB, when the OB is down.  It's 
sticking out at a  strange angle because it can't connect to the OB when the 
OB is raised, it's  disconnected in the picture.  When attached, that linkage 
slaves the OB to  the rudder.
