You and I know that Congress is a part of the problem. We also know that
the Congress doesn't prepare the budget, the President prepares and submits his
budget - that's principally what the gazillion uniformed and civilian people
in Washington do. What the Congress does is authorize and appropriate $.
Really that's not quite fair, Congress and staffers do muck around in
things, but the reality is there are several thousand Congressional staffers and
there are hundreds of thousands of "President's" staffers, there really isn't
sufficient time for Congressional staffers to prepare a detailed and balanced
budget - that's the President's job.
Congress has wrestled with ways to develop a balanced budget, but really it
requires leadership from the President. If the President is on board, maybe
they can do it. If the President could care less about a balanced budget, it
won't happen. The President has the resources to make it happen.
