[Rhodes22-list] Brad's Plane?

Rik,

I've sailed down the East River and had a seaplane jump right out in 
front of me and land on the water--unsuspecting would be an 
understatement.   Who's got the right of way?  (I believe in yesterday's 
incident the building had the right of way.)
