We did just that several years back. A couple of
yahoos left the marina w/o checking their fuel &
stranded themselves on the Potomac outside of Colonial
Beach. They flagged us (in our 23' trailerable...) and
we proceeded to tow them in to their marina...for some
reason which I don't recall, we couldn't get them in
close...so we built up speed  in Monroe Bay (w/an 8 hp
engine!) circled into the marina area, then turned
suddenly & let them slingshot up to the dock. 

Very satisfying!
