the government was legally entitled by the people to provide safety behind the levees. they created the levee system to do that. they were responsible to make sure that the money appropriated for levee maintainance was spent on the levees and not some other project. they failed in their responsibility. they failed to honor their contract. they are liable for "damages incurred". contractors are sued for breach of contract all the time. the law says if you do not satisfy the letter of the law you are in breach of contract. thats the law. has nothing to do with being liberal or conservative. and yes, i'm a liberal. and i can reed!

constantly hassled by people living in flood plains and wanting the county
to move the creek. It was a known problem with New Orleans all you had to
do was read. Living in a flood plane is a bad thing to do. That is why the
land is cheaper and the houses always for sale.
We have a good adult literacy program in Greenville if you need to learn how
to read. You do not have to be super bright to be able to read. Ordinary
people do read and exercise comnon sense.
