According to my 1994 Chapmans, anchor lights are not required for boats less than 23.4 feet long "when not in a channel, fairway or where other vessels normally navigate."  They are 360 degree white lights that should be seen at 2 nautical miles."  
   
  My solar-powered path light has a very slight green tint to it, but it reads as white.  The LED bulb is pretty bright, but I don't know whether it is visible at 2 nm.  I don't know what wattage incandescent (or LED equivalent) would meet Coast Guard standards.
   
  In my mooring area, no one uses lights, but I decided I'd rather be somewhat lit, than risk a collision with a lobster boat early in the morning.
   
  As for the suggestions that I repaint my full to glow in the dark--  Then I'd have to wax my hull rather than using Poli-Glo in the spring which makes my 23 year-old boat look nearly new.
