Yea, I'm a little confused too.  What is so disconcerting about this kind of
legislation is the unintended consequences.  Starbucks probably has deep
enough pockets to work around this 'problem' and comply, but what about the
Mom and Pops?  If I owned a joint that provided WiFi and had to face this
issue I know how I'd handle it - I'd pull the power cord out of the wall.
