That's the part.  You can see it's bolted or screwed through.  It  sure would 
be nice if it didn't have to be screwed or bolted through, but I  don't know 
whether the compressive load would be enough to hold the base of the  winch in 
place as the mast was cranked up.
 
Hank, does your boat already have that piece in place?
