The Monroe Harbor mooring in Chicago has spectacular views of the city.  
It also includes a parking permit
for the Monroe Garage (normally $13 per entry, $20 during festivals).  
It is steps away from Millennium park
classical bandshell and Grant Park music festivals (blues, jazz, taste 
of Chicago ...).  Had a couple of good
sails last weekend and I couldn't help but plug the city, especially 
since the Cubs are winning, life is
good. 

Winter is miserable in Chicago, but summer is wonderful.
