Using toothpicks or wood matches does quickly take up the space to be filled and provides good holding for the screws.  However, it also places the end grain near the surface where it can wick moisture.  I guess, I'd still use a thickened epoxy as the "glue" and cut the "sticks" a little short, so that the top of the holes can be sealed with epoxy.  I used epoxy in over-sized holes, with chopped glass filler was my choice when I made this repair.  Still allowed me to use original screws, and sealed the plywood core in that area.  In fact anytime I remove a fitting , I do this to the screw holes, for peace of mind in the future.
 
MAAS Epoxy (Boaters World and on-line) is claiming to have a product that can be cast without excessive heat or blush.  It would be perfect for this application. (I use West System and haven't noticed any excessive heat filling screw holes, but  I have on other projects, and maybe I've been lucky so far,  so i'm going to try the MAAS product.)

Good trick Bill. I've done the same thing with wooden matches over the  
years. They are large enough that you can apply extra force to it with a hammer,  
filling any voids.
