Ed,
If a welder started with steel rod, it's too late. You would have to remove
material down to the base metal to stop rusting. To ensure a stainless steel
part will not get surface rust you have to passivate after processing. Small
particles of steel get emmbedded in the pours of the stainless & rust. The
passivation process removes these particles. It's like an acid bath. Coating
with a sealer might buy you time but eventually it will rust. Sandpaper or
scothbrite might be an option if you can get to it.
