It's not all about the drought.  It's about water management and 
downstream requirements.  Lake Sinclair (central Georgia) is still at 
full pool, even though one of it's main feeders, the Oconee River, is 
at record low levels.  The Corps of Engineers operates under a 
different set of guidelines than GA Power.  So, when Hartwell becomes 
unnavigable, y'all are welcome to tie up next to Pandion on Lake Sinclair :-)
