Hank,
I had water coming in through the seam during rains.  I just ran a bead of
caulk below the rub rail where I could see that there was a gap.  I think
the preferred fix is to remove the rub rail and then apply caulk, but the
quick fixed I used has held for three years now.  Might at least try that
until you have time for a more permanent fix. - rob
