My college room mate worked for the state electrical department for 
several years before he took early retirement. He went with me when we 
did recovery work after Katrina. One of the nights after we had dodged 
downed power lines all day, he told me most people don't understand 
utility electrical lines.

He said there are two ways to protect against electricity in wires - 
insulation or distance. That the wires on the poles depend on distance, 
and they are basically uninsulated (they have a very thin insulation 
that is just to keep out the elements). He also said a good rule of 
thumb is that the higher up they are, the more you should respect the 
"distance" theory.
