[Rhodes22-list] Albemarle Sound Questions

I just got my GMCO chart of the Albemarle Sound today and I have  
questions regarding some of the markings.

Just off of the tip of Harvey Point (long 76*19") is a square marked  
"Restricted Area"  and along the Southern bank (long 76*19" to 76*05")  
is a region marked "DANGER AREA" with some text (WK PA target) that  
makes me thinkest that some navy target activity might be going on  
there.  But the map does not elaborate.

Can any of y'all help me with these markings?  Do I need to be  
cautious of drifting into a military target zone?  What does  
"RESTRICTED" mean?  Does it mean don't fish, crab or clam?  or does it  
mean "STAY OUT".
