[Rhodes22-list] Is there anyone out there who can help mewith my Yahmaha 9.9 4 stroke

Following it's vacation (rehab) in NC with Stan, my Yamaha 4 stroke 9.9 hp with tiller control was purring... 

Last weekend, after 3 weeks of not using it, I decided to get some gas (had 1 gallon left in the 5 gal tank).  Got the mid-grade at Shell and added the "blue" West Marine additive (said to add about 1 oz, I did about 1.5 oz).  Then I tried to start the motor.  After multiple attempts, I finally got to the point where it would continue to run in Neutral ONLY at max speed.  As I tried to lower the speed, it would Konk out.  

 Needless to say... I was a bit 'DISMAYED'.  I took off the cover and sprayed the carburetor opening with some stuff I've used I've used in the past (cleaner).. to no avail.

I next opened the gas tank and took out the filter.... cleaned that (thinking that some 'gunk' - industry term- had settled on the bottom and was now dislodged.

Again to no avail.  NEUTRAL at high speed runs - but not smoothly.   Obviously if I can't bring it down, I can't switch to another gear.

SO.... this weekend, I "gave back" the gas to the Shell man (you should have seen his face!!) and got 2 gallons of 87 octane (as indicated in owners manual) at a different gas station.  No additive... same results.   Put in a different additive...same.   Finally this last additive (Sea Foam) said to tune-up small motors (2 and 4 stroke) just put additive straight into gas line (with engine running) and let sit for 5 minutes... then run.   NO change.  NEXT I started to minimally adjust the idle screw... no help.  

I'm at my wits end and ready to throw the motor overboard... except that I need it to get into and out of the marina. 

IDEAS???     SOLUTIONS????

Know a good outboard mechanic in the Kent Island area????
