Joe,
Sorry to hear about your mom.
Your Yamaha probably has a bad water pump impeller. They sell a repair kit
for the water pump. This requires that you are able to disassemble the
lower unit to replace the impeller and seals. See Yamaha OEM Parts site:
http://www.yamaha-motor.com/outboard/parts/home.aspx
for diagrams and part numbers. Enter info as follows (on the top lines):
Step 1 = Outboard
Step 2 = 1998 Outboard
Step 3 = 9.9MLHW (or your model number if different)
Select "Repair Kit 2" on the left navigation panel
Item #17, part number 63V-W0078-00-00 WATER PUMP REPAIR KIT is what you most
likely need. Google on the part number finds:

where the kit can be had for about $30.
