According to my book, any vessel that is at least double the size of mine has a right of way that increases exponentially with size.

I don't have my Chapman's at work, but are you sure it says the vessel 
has "right of way"? That's a term that's applied pretty much 
universally, but the CoLRegs do not use the term, and most reliable 
sources do not. Technically, neither vessel has the "right of way", 
meaning the other has to avoid it. One is the stand on vessel, and one 
is the give-way vessel (these are the more current terms, but 
"privileged" and "burdened" were also used.). Both have certain 
responsibilities to avoid a collision. The stand on vessel, or 
privileged, has to maintain their course and speed. The burdened vessel 
must alter their course or speed (or both) to avoid a collision.
