Ed and John,
Cracks in the ballast may or may not be a problem. I would explore further
on the outside of the centerboard trunk looking for any cracks in the glass
or delamination. I would use something to tap on the hull looking for
voids which will make a much different sound.
If the boat is a northern boat (you didn't say where it was located) it
might be an indication of frost freeze cycles. OR, it could be nothing at all.
If you have a friend or know someone that knows a lot about boats, you
might ask for help. Also, depending where you and the boat are located, you
might get a local Rhodie to help with the inspection.
