Dana,

It goes to a vent fitting high up on the "upper portion" of the hull side
that's way, way above the waterline and has a shroud to guard against
splashed water from entering.  The waste tank has a similar fitting on the
opposite side of the hull.  In our boat that fitting was there as part of
the original water tank installation, but it wouldn't be too hard to
retrofit.
