Both, this stove is neither gimbaled or does it have a raised retaining rim
for the pots and pans.

It's not a good idea, for safety considerations, to use this stove for
cooking while under way sailing.

Yes, you can, and we have. The stove will work on any level surface.
It goes without saying that if you are sailing you would want to use the
stove in its secure and designed place in the galley counter.
