[Rhodes22-list] Wiring Q. with the electric O/B lift

When I leave the boat I have been turning off the battery switch, but last
night I forgot and just pressed the button...the lift dropped and the
electric start on the outboard worked.  I didn't think anything of it until
I went to switch the batteries to the off position and I found that it
already was.

This leads me to a couple of questions.
1.  Is this supposed to be the case?
2.  Should I re-wire the lift and O/B start through fuse box?  I can't tell
if there is a fuse running to the lift motor.
3.  What would you do if it were your boat?
