The charter does need improvement.

What I am suggesting is simple.  And it has been pretty much followed de
facto to maintain civility since the last brawl several months ago.

We need to change the words "sailors' bar" to "a sailor's living room".
That is, we need to conduct ourselves as though we are having conversation
in a sailor's living room, family listening in.
