[Rhodes22-list] Void under mast foot planned or developed

I just cut into the mast foot over the cabin.  Appears two sheets of 3/4" ply
were partially rotted. 

Beneath the ply was about 1/4 " void, some hard stuff of undetermined origin
was broken and chipped in art of the void.  

I'm guessing that was old epoxy perhaps.  

The void beneath the plywood should be filled, correct? 

Water had worked it's way into the three screw holes.

Does anyone replace the screws with bolts?
