Claude,
I'm curious.  Boat in or out of the water?  If out of water, can you see the line?  If in the water, feel like swimming? I don't know if you can get to it from below or not, but sounds like your only choice if you don't want to remove centerboard cover. - rob

Somehow, my line has become entangled on the tip of the centerboard, and is 
preventing the raising or lowering of the board.  Any suggestions for 
dis-entangling without removing the centerboard cover?
