BenC,

For most of human history and still in many cultures today, "the age of
majority" for women is 13.  For the West African culture I lived in during
my Peace Corps service, most "girls" of 17 or 18 were well on their way to
having their second child.

It is all in the upbringing.  I'm not suggesting teenagers in our culture
should generally be considered adults.  But when the expectation is set at
birth, teens can handle adult decisions and responsibility quite well.
