Rob,
I believe they added the coil since it is being marketed as a sailboat  
motor. Most sailboats have a house battery which needs charging from time to  
time. I've never found a need for electric start on such small motors.

I am soon to an owner of a  recycled Rhodes in  N. C. to be kept on the
coast.

I do need to  purchase an  outboard.  The boat could take some longer runs
down the  ICW  under power.

I have read that 4-10hp is recommended.  I am   thinking 8 hp.
