The times I have had problems with my outboard have virtually always been related to dirty/old/contaminated fuel.  A good cleaning of the float bowl and jet usually fixes it.  Biggest problem is varnish or gum build up from sitting too much.  Fixed that by always adding Sta-bil to the gas tank when filling up.  That seems to prevent the varnish buildup in the float chamber even after sitting all winter.
