We tow with the motor on the lift. We have a safety line - actually two. One goes under the cavatation plate and attaches to the rear cleats; and the other is the standard safety line on the chance that the motor lift fails when in use on the water.
No problems in 15 years of ownership; however, we leave the boat in the water most of the time. I have towed from Florida to North Carolina and back on several occasions with no problems.

I trailer my boat on every outing and packing the motor in and out of
the truck gets tiresome . Does anyone trailer with their boat with the
motor attached to the motor lift? Would it be better to lower the
lift and tilt up the motor? Good idea or bad idea? See the attached
photo of my setup?
