Thanks Hank!  I was getting ready to post the same information.   Fouling someone else's prop is not good boating practice.

That is NOT the way to do it. You anchor the dock line on the boat instead
of the dock so that when you let the slack end loose you can recover it
quickly.  You don't leave the line in the water at the dock.  If our
neighbor decided to leave soon after you, he could foul his prop with your
line.
