I belive it is a  diamond shape.  On Hartwell, buoys with horizontal orange stripes and diamonds show special danger or caution areas such as shoals or dead trees.  An X in the diamond would indicate swim area, no boats.  A circle indicates a no wake area.  Yes, the pole in marked off in feet.

a couple of pictures taken at Lake hartwell last weekend.  On the bright side, 
except for the Canadian Geese, we had the beach to ourselves.
