I'm in an area that is prone to barnacles. When I paint the bottom, the boat
is on stands. I dig a hole under the boat so the board can drop all the down
 I then use a hot dog roller ( a narrow, small roller) to paint the inside
of the trunk after I scrape off any marine growth I can reach with some
narrow that will fit up into the trunk . I use, however, the GB's
recommended Petit paint. I get several years with just some annual touch up
before I have to recoat the bottom

I am thankful that the marine growth on Lake Ontario is so mild compared to
what others face. When I took the centreboard cap off about 12 years ago I
gave the inside of the trunk a really good covering of antifouling paint and
when I removed the cap again about 10 years later the paint was still there
and clean. Now that was in low fouling fresh water (we do get zebra mussels)
but even so I was surprised to see anything left of it at all given that the
same antifouling on the bottom of the boat lasted 2 years max. I think the
fact that there is little wash in the trunk and that it is very dark in
there might explain why it lasted so long. For water that fouls so badly
that the centreboard gets jammed in only a few weeks I think going to the
trouble of taking the cap off and antifouling every few years might be worth
a try.

I agree that it sounds a lot like marine growth.  The first year that we
moored in the Nissequogue River, 30 years ago, Stan had put the wrong paint
on the bottom of our R22.  The board would bind on the way down and up in
late July/August.  A friend offered to dive under with a snorkel and mask to
free her up.  He banged several times with his hands and then surfaced full
of blood.  Barnacles are very sharp!  Please use caution.

If I have the sequence of events with Joe's cb correct I would still suspect
marine growth. It has been very bad in the Bay this year.
It's been a couple of weeks since we've lowered and raised our board and I
suspect that by the time we get to the boat in another week or so, ours
won't want to go down all the way either. We've had the issue every year the
boat has been lightly used. Joe's in fresher water up where he is but he
should check the bottoms of neighboring booats.
 
This is how I understand the sequence of events. Board snags on trailer in
April. They got the board back up and launched the boat.
The centerboard worked properly after that. Some time later after a period
of inactivity, the centerboard won't drop all the way. Joe reported that
after a lot of raise and release, the board is going down a little further.
This is typical of what happens with marine growth at the bottom of the
centerboard trunk.
 
Joe didn't say if the board is binding on the way up or just not going all
the way down. While I agree that I wouldn't force it, I wouldn't be all to
eager pull the boat and remove the cap - yet.
